Roofing permit requirements by DFW city
Consolidated from the municipal sources that publish it separately, with each city’s own document cited alongside it.
A permit is required for roof replacement across DFW municipalities, but each city calculates the fee differently. Plano charges a flat $75.00, Kennedale applies a $90.00 minimum to any permit or inspection, and Dallas publishes no flat re-roof fee at all. Contractor registration is separate from the permit itself: Arlington, Dallas, Plano and Kennedale all require a roofer to be registered with the city before a permit can be issued, at $120.00, $100.00 and $100.00 a year respectively.
Each municipality publishes these rules separately and nobody consolidates them, which is why this page exists. Every figure below comes from the city’s own handout, permit page or adopted fee schedule, and the source for each is named in the table.

Fee structures differ by city rather than merely by amount. Plano charges a flat $75.00 for a residential re-roof. Kennedale applies a $90.00 minimum to any single permit or inspection, listed or unlisted. Dallas publishes no flat re-roof fee at all, permit fees there are assessed by construction valuation under Chapter 51A of the Dallas Development Code (Ordinance No. 10962) and Chapter 52, which is why the $100–$500 figures circulating online appear to conflict: they are quoting different job valuations, not different rules.
What the permit actually does for you
It is easy to read a permit as a tax on getting work done. It is closer to the opposite:
- It triggers a municipal inspection. Someone whose employer is not your contractor looks at the finished work.
- It creates a public record that the work happened, which matters at resale and sometimes at claim time.
- It gates who can do the work. In Arlington, pulling a permit requires city registration, so the permit requirement is doing contractor-vetting work on your behalf.
- It puts the code liability on the contractor: provided the permit is in their name.
The owner-builder trap
If a contractor asks you to pull the permit yourself as an owner-builder, understand what has just happened: the code compliance liability moved to you, and the contractor avoided the registration check. The City of Arlington flags this specifically, noting it can indicate the contractor is not eligible to pull the permit themselves.
The permit should be in the name of the company doing the work. If there is a reason it cannot be, that reason is the most important thing you will learn about them.
Timing
Permitting is one of the reasons a roof replacement involving an insurance claim commonly takes three to four weeks end to end, even though the installation itself is one to two days. Permit issue, adjuster scheduling and material delivery run in parallel where possible, but none of them compress because someone promised they would.
